二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and the employment of people with disabilities. This shall be implemented in accordance with the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" No. 19.

(c)本项目的特定资格要求：具有住建部电力工程施工总承包三级及以上资质，还应同时具有“国家能源局监管局（或国家电力监管委员会）”颁发的承装、承修、承试五级以上（含五级）电力设施许可证；项目经理须具备机电工程专业注册建造师二级及其以上资格；本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: It should have a Grade 3 or above general contracting qualification for power engineering construction issued by the Ministry of Housing and Urban-Rural Development, and at the same time hold a license for the installation, maintenance and testing of power facilities of Grade 5 or above (including Grade 5) issued by the "Regulatory Bureau of the National Energy Administration (or the National Electricity Regulatory Commission)". The project manager must hold a second-level or higher registered constructor qualification in mechanical and electrical engineering. This project is specifically targeted at small and medium-sized enterprises for procurement.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
